Bruce is a King’s grad with extensive experience in complex financial issues and strategies.
Since 2022, Bruce has served as a member of the Nova Scotia Utility and Review Board. Prior to his appointment, he worked in various positions at the Halifax Regional Municipality, most recently as Director of Financial Policy and Planning. During that time, he was instrumental in a broad range of policies and strategies dealing with budgets, taxation, debt, reserves and low-income assistance. He also served as acting Chief Financial Officer.
Bruce is a member of the Executive Board for the Government Finance Officers Association of the United States and Canada (GFOA) and a Past President of the Association of Municipal Administrators of Nova Scotia. During his career, he served as a volunteer with the Federation of Canadian Municipalities (FCM), advising municipal governments in Sri Lanka and Ukraine. He has lectured at Dalhousie University’s School of Public Administration. He was previously employed with the Federal Department of Industry in Ottawa and the Nova Scotia Department of Finance.
Bruce holds a B.A. in Political Science from the University of King’s College and a Master of Public Administration from Dalhousie University. He is also a Chartered Professional Accountant (CPA, CMA).
